What makes summoning magic more difficult to learn? Necromancers, like mages, shouldn't have any problems with it.
The issue isn't summoning just one unit, but rather accumulating them and having them appear on the battlefield as part of the starting army. Furthermore, this would apply to everyone, not just necromancers.
