Actually, Dark Elves need very little to get a strong starting army: a Lord of Cold, Fire, and Storms, a Lucky Wizard, and a secret advantage, plus 3 racial abilities. In general, I would like to know the most effective build for Dark Elves and how they can be used to win in the late game.
