It might be nonsense, but the feedback on the template without rules is very positive. There was a tournament on the Portal using it.
The point of the template is that there are many of them, and you don't know which one you'll end up with. Plus, diplomacy and the lack of restrictions make the game more interesting. Tournament threads on the Heroes Portal:
