You're not following. First, the bot is not a participant in the tournament, so what's your point? Second, there are two ways to solve the problem: either replay the game or automatically award the victory to the other player. Both options are reasonable. And there's a third option: disqualify the player who was caught cheating and award the victory. However, it seems there's no way to review his save files right now. So, if the save files were available and the judge found undeniable evidence of maphacking, then yes, that would be the right course of action. But if the evidence of maphacking is not 100% conclusive, then I'm afraid there's nothing that can be done. You can't catch every cheater.
I'm not advocating for either of the two options I suggested; both are acceptable. But I don't understand the "official" approach at all, as it seems to be a clear double standard.
