Awarding a draw is a way to avoid excessive delays. For example, on turn 311, the save is sent to a judge. The judge either declares a draw in most cases, or, if it's already clear and there's no chance of a different outcome, awards the victory. By the way, this approach is not uncommon in real-world championships.
