Well, first, you need to find out how and, more importantly, when this banner pops up. If it appears immediately after Windows loads, then do the following: Start -> Run -> type "msconfig", press Run -> Startup -> then look for unnecessary programs (you can check the path, for example, there might be Punto Switcher or NOD32, SOUNDMAN, etc. ... it will be clear there...). You can use trial and error to figure it out. Sometimes, even after disabling the program that displays the banner from startup, it still runs. This is like an additional program that, despite the restrictions, restores the state and restarts the main program (I wrote it in a complicated way, but I hope the meaning is clear). In this case, the easiest way is to find the path to the main program (it is often a hidden file) and simply delete it. I don't know any other ways to remove it completely.
