Here, they are asking for justification... the idea is roughly this: a leader (and the scope of the AK's powers leaves them with no other role) must possess certain qualities, based on which he will perform his duties. This could be charisma, the ability to lead by example - "guys, follow me." It could be intelligence, well-articulated speech - "we need to go there, because of this and that." It could be political acumen - the ability to understand the current situation, see which way the wind is blowing, understand who needs to be listened to, etc. Dubrovin lacks none of these qualities. The only thing that can be credited to him is general politeness, friendliness, etc. But these are qualities more suited for the role of "life of the party," "social organizer," etc., and not for a leader who sometimes has to make unpopular decisions. This is evident in his public activities - when things are going well, he moderates every comma, but when things start to get tough, he hides in the bushes. Plus, his initiatives are mostly flawed and шаблонные - a bunch of unnecessary polls, a topic about stepping down that was created out of context, etc. His attempts to discuss sensitive issues turn into either monotonous repetition of April's theses or into some vague formulations with a bunch of logical or axiomatic errors. But despite this, he is constantly striving for leadership, carefully emphasizing that he wants equality (yeah, "catch the thief"). As they rightly say in politics, "those who reach for power should not be given power, but should be restrained." And good leaders usually become those whom the public asks for (often a little against their will), as well as those who take on a difficult task in a difficult situation, when all the ambitious people are sitting in the corners (NumWan had a good post on this in the topic about stepping down). Plus, he has a strange view of the role of the AK - like "the AK is always right." That is, there is no understanding that working in the AK is not about resting on the laurels of public trust, but about constantly working to justify this trust, and in the eyes of everyone, and not just his own electorate.
