Because when experienced users start arguing with each other, it happens publicly, loudly, and with the participation of most of the active forum members. The judge only needs to avoid interfering with this "party" and then simply record the will of the people.
However, dealing with newcomers almost always falls to the AK because their complaints rarely gain enough resonance for broad discussion.
And for the future, I would suggest that voting in the AK be done without publishing who voted for what. To avoid personal attacks.
