I was just commenting on what you said. From your words, it follows that if the opinion of the Arbitration Committee contradicts the opinion of the popular vote, then the opinion of the Arbitration Committee is prioritized because "they were authorized."

It depends on what question is put to the vote. If the question is "Who should be banned?", then I think the result will be quite clear.
