Nominations and withdrawals in the Arbitration Committee.

One judge somehow didn't quite fit in... I suggested in the rules thread to reduce the number of judges to three (at most five). Regarding the candidates: Wicс is definitely a good choice. I'd also like to see Dirty Player there, but Kostya withdrew his candidacy. Nagan-4 won't work either. I'm thinking, maybe we should suggest Navukha for the position? :) As a counter to Vik? :) Seriously, Peterius is a good candidate.
