- Draft rules for playing in WT.

For me, the problem isn't whether or not it's allowed to upgrade Psionic creatures, but rather that it's unclear. It's not necessarily required to have a starting Conflux to get a lot of Psionic creatures after the first week. There are already different opinions on various issues in this thread, so rules are clearly needed, even if they're just a few lines long.
