There are skills that are much more important than tactics, and there isn't even room for them in a skill slot. The best way to test is in reality, to see if it works or not. I mean playing against a real person, not against the computer. And most importantly! There is a variety of choices, and everyone will choose what they like, whether it's healing, ballistics, or keen eye, as they say, it's up to the player.
