No offense, but I think it's absurd to rely solely on goats... it's too expensive and often not very effective.
Well, if the second-tier unit is indeed a Rampart and you have a Ring of Health, then maybe it's worth considering...
But otherwise, I'm all for fast units and flying creatures, meaning Cerberuses, Ifrits, and Devils together are much more effective than your goat horde.
