No, I wasn't talking about Titles, but about suggestions for changing the rules of the Portal game. Neither the Portal nor the Vol community has any further suggestions for rule changes that are actually implemented. There is no mechanism for implementing any amendments to the game rules. I remember that we tried to develop a mechanism for implementing amendments in Vol, but we didn't get very far.

I immediately understood what you meant and wrote a response yesterday. I clicked send, and it seems that HW couldn't handle the load and crashed for a while :)

To reiterate briefly: promoting changes to the rules is the job of the community. It is the moderator's job to implement such changes if they are accompanied by active discussion, as was the case with increasing the turn time from 4 to 6 minutes. In my time (even before becoming a magistrate), I wasn't lazy and would send a link in ICQ to get a quick response from players. If only a couple of people respond to a question, even if it is really important and necessary, then it means that the rules will not be changed. After all, everyone will have to play by them for a long time.
For example, I would not have known about the threads on Alex and Loser on HW if I hadn't been sent links in ICQ - so there is nothing wrong with that. People don't always sit and monitor every new post on the forum ;)
