The criterion of allowing everyone who has ever been on Vold's inter-resource battle team to vote will allow such true and active Voldovians as:

vbn
Raper
Decontaminator

and many others to vote (and also be elected to the AC).

For now, to avoid confusion, I believe it is acceptable for everyone who wants to vote, as the Regulations will still "filter" based on Criteria that will be approved (of course, provided that the majority of Heroes players in this Poll establish that, in addition to Registration, another criterion is also necessary).
