It's very simple — Shakti is a specialist in Troglodytes, and greased Troglodytes in the Underground with Shakti have speed 7. The single-unit Vampires get split up, and the main stack takes down any Vampire stack without retaliation. It would be foolish not to attack the Vampires in this situation with such a number of Troglodytes. There is also no point in taking other troops besides the Troglodytes, since all stacks except the main one are sent to die.
