The Chairman of the League of Laws is a temporary position that provides only one advantage: deciding whether or not to bring a particular proposal to the League's discussion. No additional votes are granted. As for why the Leader should not be part of the League—it is just as in real life, where the President is not the official representative at the UN, but rather an ambassador or diplomat. It would be wrong to assume that a clan's Diplomat could make certain decisions without receiving instructions from the Leader or the clan Council. However, if the Leader were in the League, the functions of the Diplomat would become redundant. As it stands, the Diplomats discuss, and the Leaders and Council approve (or do not approve). A unanimous decision is a Dragon Utopia. But one can always consult and reach a compromise. In my view, however, the League has no right to directly impose conditions on clans, with the exception of provisions determined by Adminom and the portal rules.
