The League of Laws is an inter-clan council.

In my opinion, only clan leaders should represent their clans. And it is wrong to diminish the role of the League of Laws by giving all authority to simple negotiators (who, in my understanding, should be diplomats). All laws should be adopted only unanimously; if there are dissenting opinions, then, as now, the admin should make the final decision. This way, there will be no questions about the number of votes from one clan or another, etc.
