The League of Laws should be purely an advisory body. Just like in the real world – diplomats negotiate, and the government approves or rejects. If all issues are to be decided only by the clan leaders, then what is the purpose of the other members? Furthermore, it should be an exclusively inter-clan interaction body, and the exclusion of a clan member is the prerogative of the clan itself. The League can give its recommendations, and if they are strongly rejected, it can impose sanctions, but it should not interfere in the internal affairs of the clans.
