I've tweaked a mini-scenario for practicing battles against the AI in single-player mode; it turned out to be quite interesting. I recommend playing with L+U difficulty, or L-U for those seeking a challenge, 200% difficulty, and 8-0-0-0 settings. With experience and taxes enabled, the roads will develop quickly.
