Here are some numbers.
Let's say we spend the night with Angels and already have the Expert Logistics skill: the maximum movement bonus is 2000, and Expert Logistics adds another 600, for a total of 2600.
The SoD (Sword of Destiny) specialist in Logistics has a 5% bonus to the skill per level - 5% of 600 is 30 bonus movement points per level. This means that the TE (Tower of Destiny) bonus is even stronger in the early stages. Gunnar is not a Miner; he acquires Angels with a probability approaching 0 in the first stage, but with 121 Logistics, the SoD Gunnar will overtake the TE Gunnar with a 90% probability (if he doesn't die before then :).
If we implement a 1-2% increase, this will result in 6-12 bonus movement points at maximum. In the first case, 100 movement points will be offset by level 17, and in the second case, by level 9. If the game isn't Jebus, level 17 is already in the late game. Even with a 2% bonus, we will gain an extra 100 movement points over the TE Logistics skill at the same level 17. So, it's not a viable option.
Perhaps it would be worth considering a scheme where the bonus decreases as the level increases, or making it tiered, so that the maximum possible bonus is, for example, like the bonus from boots - 400 movement points.
At level 20 with Angels, this would be 600 * (0.03 * 20) = 360 bonus movement points.
I think this is a useful and balanced option.
