Personally, I would like to add that the "SoD by mutual agreement" option is not a good idea - the potential for dragging out the game on SoD is much higher. Simply because in SoD, each turn takes 6 minutes + battles, while in Light, the timer becomes a significant factor in the late game, forcing players to hurry.
And there's the factor of roads. The game between Eddie and Preds is a good example of what happens when you try to play XL+U on slow roads. You need at least medium roads, and for this tournament, maybe even fast roads. Plus, a preview to check for restarts after a match. Because if something drags on, there won't be an opportunity to finish it later, as in Moscow.
Also, the rules should somehow specify the possibility of scheduling some games in parallel with each other. That is, if, for example, one match is dragging on, and it is not possible to determine the result, then the players start the match of the next round, while continuing to play the previous one. During the last day of the Moscow qualifier, several matches were played in this way - the second game was started without time control. With Light, it's more convenient in this regard - it doesn't start the timer until the turn is accepted, so you can even play with time control.
Regarding the templates, Captain's option is normal. Between Nosty and LM, LM is definitely better, at least because the distances are shorter. There's no need to worry too much about HM; the distance is influenced not so much by the number of zones as by the structure of the connections, and on HM, it is quite good - there is a dedicated center, usually compact and strongly connected, where contact usually occurs around week 2.
