I'm curious why people write reports using phrases like "20-49 jellyfish guard the dungeon"? Isn't it inconvenient to write like that with numbers? Not to mention reading it. The option "up to 49" is just as bad. In my opinion, the option "a swarm of jellyfish guards the dungeon" is much easier to write and sounds more literary. It's even funnier to see phrases like "I defeat 20-49 jellyfish." Like, I was drunk and don't remember how many thugs there were. Again, either specify the number, even if it's approximate (about 40), or use terms like "maximum swarm," "minimum swarm," or "average swarm." Even just "swarm" sounds correct, although it's not very informative.
