Is the map editor distributed separately (without a patch)?

The editor is only compatible with patch Heroes V 1.3, as stated by Nival Interactive, and this is indeed the case. Our Russian localization must be installed after patch 1.3, as repeatedly mentioned on the download page for the Russian localization.

It is installed only after installing patch Heroes V 1.3

I don't know why these questions are arising.
