Is the map editor distributed separately (without a patch)?

I have a problem: I downloaded the Russian language pack, unpacked it, and ran it, but it says: "The application failed to start because MSVP71 was not found!" Can you help me?

P.S. Even without the Russian language pack, where can I find the editor? With patch 1.3?
