I have an idea: edit the template itself, replace the Necropolis villages with regular random ones, or, for example, with Flax villages.

No, the problem isn't with the Necropolis villages. It's just that the simpler the template, the more dominant the free skeletons become. I like Panic, but Necropolis on it creates a real imbalance.
