A more detailed story from our ICQ chat, my conversation with him when I spent half a day trying to connect, and then a few more days, wasting so much time. I have the logs. I played with others, and I just couldn't connect with him, and he wrote that he couldn't connect with anyone at all; he only figured it out with his computer after the New Year.

I agree to a technical defeat =)
Kaliostr, knowing perfectly well that according to your rules, you won't award a technical defeat, since you don't award them to anyone, "agreed" to a technical defeat, but I respect him for at least acknowledging that his complete absence for half a month is a very serious argument.
So, you don't need to prove anything to me with logs; I would have forgotten about this situation long ago if Kaliostr hadn't just pointed out to me, "why didn't I play my matches?" I had to explain why.
Now, we're talking about your direct statement that you won't award a defeat, even if the opponent forfeits the match.
I am aware of cases where opponents didn't play but simply submitted a report, including in my tournaments. I accepted such reports because I formally have no right to reject them.
Would this option work?
So, if a player decides not to play for some reason and forfeits the match, then he either has to generate a match "for a report to you" in a minute or simply make up this report, because if he just says that he forfeits, you won't accept that victory? That's strange. It turns out that there is NO difference, and the situation forces people to LIE so that everything is fair and they get the points.
