Are 24 elves allowed?

I suspect that elves are allowed for the Rampart. 24 is good, but I don't think it's the limit for the first week.

Sir, please follow the logic. You can theoretically buy 10 Archangels on the first week, the point wasn't about freebies, but about the absence of troops that are not typical for the Rampart in the first week.
