I use Gadwin. It saves in jpg and other formats, the quality can be adjusted, and accordingly, the image size can also be adjusted. It has a user-friendly interface, is easy to use, and supports Russian. :)
I need to experiment with file sizes/quality now, specifically in relation to Heroes.
