I reread them. The ones you wrote. I didn't find anything that would justify executing Verwolf in this situation. I only found this quote:
Execution requires only a majority of votes. As soon as a player gets a majority (for example, with ten players, a majority is six) votes, all their pleas are meaningless, and any cancellation of votes will no longer be counted.
Neira was the first to get 5 votes, and then Hos canceled Neira's execution and changed it to Verwolf. According to this rule, his cancellation doesn't count.
