So, Breck and Neyra were laughing hysterically, and it turned out that one of them was being treated by a doctor, while the other was given some kind of drug. I didn't find anything on Breck, but his avatar in the signature could be linked to each murder of the Mafia, so it's not evidence. The drug could be evidence against Ney, but I'm not sure if I can link it to the drug somehow, but here it is: Arandor has a userbar that says "Scar Tissue" - this is an album-autobiography by Anthony Kiedis, the leader of the Red Hot Chili Peppers. At some point in his life, he took drugs, and the drug is made from poppies.
Here is evidence against Arandor. But I think Vesker wouldn't give such a complex clue, so think about who the murderer is, Neyra or Arandor.
