Man, that's funny! :) Well, let's look at some examples.
1) D=130, Z=7. (D+10)/(Z+5)=140/12=11.6666 (11)
2) D=130, Z=8. (D+10)/(Z+5)=140/13=10.769 (10)
The fractional part is what comes after the decimal point (0.6666 and 0.769).
So, of course, it matters!
