Yes, that cloak is way too overpowered!!! It's not fair...=) And in general, liches are... I really don't like fighting against them!!! But again, they only deal half damage due to range if they want to target the ranged units of the Tower. And since rarely anyone places two stacks of ranged units next to each other, a massive attack from liches also loses some of its value! Although, I won't argue - liches are a terrible thing to fight against!!!
