Appeals Committee. Disputed situations in tournaments.

The tournament is based on the Rules for organizing, conducting, and participating in online HOMM3 tournaments.

1. The Organizer must:
l) list in the "Blacklist" topic the participants against whom serious claims were made by both himself and other Participants, with a mandatory indication of comments. Punishment is at the discretion of the Organizer, up to disqualification from all games of the tournament and prohibition from participating in future tournaments. Based on these lists, other Organizers of subsequent tournaments have the right to refuse to accept an application for participation from "distinguished" players....

1. A participant in the tournament must:
a) treat the Organizer, Judge, and other Participants of the tournament with respect;...
g) when controversial issues arise, strive for a peaceful, constructive, and quick resolution, preferably without involving the Organizer, Judge, or AK. If the players cannot reach an agreement themselves, then the disputed situation is resolved according to paragraph V.....
h) play fairly and strictly follow the rules of the game....

2. A participant in the tournament has the right:....
c) appeal ... to the AK if they disagree with the decision of the Organizer on any issue;....

V. Resolution of controversial situations in tournaments.....
2. Controversial points during the tournament are decided by the Organizer.....
4. In case of difficulties in resolving a dispute, both the Participants and the Organizer and the Judge have the right to apply to the AK.....
7. The decision is made by the Organizer; it can be appealed by the dissenting party to the Tournament Judge and/or the AK. The AK's decision is final and not subject to further discussion or appeal.

4. The following responsibilities are assigned to the AK:
a) monitoring the progress of tournaments, control over compliance with the rules and deadlines of tournaments, assistance to Organizers;
g) control over compliance with behavioral norms by players;

Controversial situations occur in almost every tournament, a compromise can be found not always, often a decision is made in favor of one of the players. There are always those who do not like this decision. What can be said?
1. It has become our tradition to discuss and criticize all the judge's decisions.
2. The decision is made based on all the information that the judge/host has. Usually, there is significantly more information than what is posted on the forum. A discussion begins, and the judge must somehow explain in detail to everyone on what grounds he made the decision. First, he spends half a day in ICQ dealing with the players, then reports for a week to each user.
3. The judge is often accused of bias/incompetence.
4. At the same time, users appear who generally have nothing to do with the tournament.
All this is very unpleasant.
