You need to boost morale not only with shouts but also with artifacts, otherwise there will be no effect.

Well, I had this super shout (-6 to morale) and the corresponding artifacts (besides the "Embrace of Death" set, also the "Ring of Broken Spirit" and the "Helmet of Chaos") - I didn't notice any particular difference. P.S. Since these artifacts themselves already provide a good bonus to reducing the enemy's morale.
