There are no intrigues with the grail at all. I would allow placing it from 211. Let whoever wants to dig for it. When you get great artifacts in the Dragon Utopia, like that helmet +6 spell power or wings, etc., that's normal. Or if you pick up a horde of genies from the ground, that's normal, but there is absolutely NO strategy with the grail. One could say, "Yes, I killed the guards, it wasn't for free." And to dig it up, you also have to spend time! Although I remember when I played only against the computer, it seemed like the AI dug up the grail well too (I'm no longer sure about this) due to a long lack of practice in these skills.

As for cheaters digging it up—so everyone you play with cheats? Well, just don't play with that person if you aren't sure, and that's it. Cheaters exist and will always exist, and their actions are not limited to a single grail.
