Cities (voting).

You see, Heroes isn't just a game for me; it's a complete world where you feel like you're living and existing for those 7 or 8 hours (depending on how long you play)... I don't perceive it as a "game," but rather as an immersion in that same "other fantasy reality," a replacement for the reality we humans find ourselves in each morning when we wake up and start a new day... You see it as a game, and you don't care, but when I see these flaws with the cities, I also start to perceive Heroes of Might and Magic 5 as a game, and I don't like that :)
