Could you please tell me if it is possible to install the new patch on version 1.03, and not 1.03f?
I understand how to install it, but will everything work correctly or not?

I don't know.
It's better to download TE 1.03f and then install the patch.
If an error occurs when loading the save, it means you need to reinstall it. If there are no errors, everything is installed correctly.

Maybe someone can tell me if the assembled artifact "Might of the Dragon Father" is in the save or not? I can't find one of the components. :(

During map testing, I did not find the ring. BUT when generating the save in the map editor, this artifact was allowed!
So it may or may not be there.

If anyone can find it at the artifact merchants, please send the save before buying it so that other players have no doubts.
