Sacred Haven of Debauchery

We have a slightly different problem: heaters are available in all types of transport, but they are mainly used in trolleybuses and trams, while in buses, at best, only 2 out of 5 work. However, it depends on the carrier. Private companies have everything working properly, but with the municipality... in some buses, you could skate around even if the heater was on!
