Yes, that's true. But it's generally difficult to accumulate neutral creatures. This is a significant drawback. Simply put, neutral dragons are truly the strongest units, and even a small number of them is sufficient. However, reducing all neutral creatures to just dragons isn't ideal. Personally, I also liked the nomads among the neutral creatures. They looked fantastic.
