The "block restart" and "one road to GO" situations are not like two peas in a pod. They are, excuse me, like heaven and earth... One road to GO is a difficult situation, a strong block at the exit of the castle is an insurmountable one. So don't compare them. The fact that a strong block is not provided for in the rules is probably to prevent abuse.
You can also refuse a restart in such cases: a restart due to a strong block is not written in the rules, and formally, by the law, you would be right. But what pleasure will you get from defeating a stronger opponent by trapping them in a hopeless sack?? Yes, it's a tournament game, tough; you can refuse an auto-surrender, but a restart due to a block!
