Not quite. If you remove all text documents from the DATA folder, then there will indeed be no differences.
But, for example, the city portal will become a spell of the fire school, and Armageddon will move to level 5, Slow will become more expensive at 7 mana, etc.
That is, you won't be able to use "cheating" things that might be in the save.
However, the new features of TE, such as monster upgrades, hero classes, their customization, etc., are indeed unavailable.

Conclusion: if you want to voluntarily put yourself in more difficult conditions, you can (if the organizers allow) play on TE.
