What should I do if the Lizardmen haven't been built in the Swamp Castle at the start? Should I build Lizardmen or Snakes?

I usually build Lizardmen first, then Vipers, because I think Vipers are a better choice than Snakes at the start. I build Snakes as soon as possible.
