Unfortunately, I don't have a single tournament game on Panic, but the template structure clearly pushes towards Necromancer. After all, the only exit always leads to the necro-village, size L without underground, and quite numerous level 1 guards. In general, it's a paradise for bones. On the other hand, some will get a necro with skeletons right away, while others might not dig one up in the tavern at all. Panic is quite limited in the variety of strategic techniques. That's just my IMHO.
Mark Necromancer on Panic immediately. On SM, strategic techniques mostly boil down to finding more cans and Hives; whoever gets more and fatter ones becomes that "pepper" who breaks Dragon Utopia (where they also give different amounts, to put it mildly). On Panic, everything must be done carefully and precisely; you can't do what you do on SM—staying without troops on the second or third turn, going into a treasure zone, and emerging on the fourth as a super-pepper with 50 ducks, great stats, and an explosion of about 2000. In short, there is simply very little one-freebie stuff on Panic, which makes it more interesting. IMHO=\
