The whole question is, can Nagan (and there's no one else) lure them all into participating?

First, it's not Nagan, but Dust.

And second, neither Nagan nor Neo nor Sag will find a single player among them who can play well on League-specific fixed maps. So, League will have a 4-0 score against everyone except Bay on their own turf, and something like 2-2 (depending on how the cards fall) against Bay.

So, the idea with fixed maps will have to be discarded.
