It seems that something was missed in the reference:
In the case of a continued attack (dragon's breath, phoenix's breath, etc.), the base damage for each target is calculated separately (i.e., the first target may receive 50 dmg, and the second only 25). In addition, doubling/halving the damage in case of success/failure applies only to the first target.
