I agree, that's the right approach. We just shouldn't consider the tournament in question as a regular one – it's closer to the second option... structured fan games, if you will. At a minimum, it's enough to gather 8-10 people, without bothering anyone or making any major claims... if the term "tournament" is confusing, we can replace it – no problem (although I've already added the words "test" and "fan" to emphasize its irregular, unofficial nature). A little tournament, a small tourney? :D
