Should the starting hero for Necropolis be chosen randomly?

If Mullich is unbanned, Castle will take a spot right between Dungeon and Rampart.
Someone made a good point that the rules should be chosen so that there are as few bans as possible.

Unbanning Mullich as a starting hero is definitely not a good idea; we're definitely talking about allowing him to be used as a second or later hero, and by any castle.
