Should the starting hero for Necropolis be chosen randomly?

Even in popular games, Necropolis doesn't show a high win rate.

I'll repeat what many people think (like stating the obvious): with Gosh or without him, it makes a huge difference, as they say in Odessa... ).
My opinion:
1. Introduce this rule in the seasonal mode for a test period - for example, until New Year's (responsible: Wbn).
2. Conduct a new poll after the test period (responsible: Autlo).
3. If a constitutional majority (75%? 66%?) votes in favor of the change, make the change permanent (Wbn).
