Should the starting hero for Necropolis be chosen randomly?

better suggest an idea on how to slightly nerf Rampart.

How do you even nerf it? It's the most stable faction, at least at the beginning.

Regarding the topic: as an option, prohibit transforming units into skeletons. This will prevent Rampart from having a powerful start, and players will have to use enemy units with low morale or not use them at all.
